With reverse image-searches appearing relatively useless, we're presently forced to assume that this character exists in some 500-odd different animes with different names and costumes as shown here.
Alternatively for the patient we can just wait for folks to come through over nyah.

There's a Street Fighter game coming out soon that mixes it up with Tekken's roster. This means that Zangief (famed bear wrestler) can go toe-to-claw with Kuma (literal bear). There's also the option to give characters costumes corresponding to other fighters.

I'd show the one with Kuma in a blue frilly dress, but it's... rather disturbing. And not because of the blue frilly dress. The above link includes a few proper bear paws.

This is barely on topic, but probably more on topic than Aeon's robots fighting kids from innercity neighborhoods and then taking arrows to the knee and then getting saved by the fisheater, and then fighting photocopied orcs and needing us another fricking rescue already, anyway:
