Been taking a bit of a break from CO and jumped back on CoH abit when I got inspired to paste this together. Hope you like.

Wasnt there a scene editor flying around where you can actually set the size of the characters to that?
I remember everybody talked about how cool that was when I just started playing CoX, but of course noone made screenshots I think.

I've never heard of anything like that myself, though sounds interesting if that is actually true. This was just done with some simple photoshop editing.

You don't need a scene editor, just Notepad. When you "record" a clip in the Crackton client, all it does it shit out a plain text file with model info. It's easy to see where the scale variable of characters are and mess with it.
