There are a number of things you can do to improve your paws:

Firstly, lose MS Paint. Yes, we've all seen that youtube video of the graphic designer putting a ridiculously good-looking car together in MS Paint, but that guy was clearly insane. So, instead:

1) Get OpenCanvas. I'll even give you this one, since I think everyone in the known world has a copy of it. It's a bit rough around the edges, and half in Japanese, but it's very powerful for such a small program, and a definite step up from MS Paint. You'll get anti-aliasing and soft edged brushes. And the most fun part of OC is you can network with other people and all draw on the same picture, which usually leads to hilarious and very rude results.
2) Get GIMP. Pretty much identical to Photoshop, but entirely free.
3) Get Photoshop, Painter, PSP, etc. Costs money. Sometimes a lot of money.

Secondly, it's pretty clear you're using a mouse to draw, and this tends to be a bad idea. Mice just aren't the best tools for freehand drawing, even for the most familiar artists.

1) Draw on paper and scan, if you have access to a scanner.
2) Buy a graphics tablet. Sadly, this is an expensive option, only worth considering if you would use it a lot.
3) Use software that draws using vectors, so the lines come out all smooth and purty, even with a mouse. I don't know what to recommend here. It's something I'd like to look into myself after seeing several tutorials on how to use Flash for lineart.

To sum up: Mouse drawing + MS Paint = Worst working environment for drawing.

See, OC is already something of an improvement over MS Paint visually. Now keep practicing! :)

I must admit, that freehand line tool in Xara looked useful. Photoshop has something similar, but it's way too sensitive and puts in too many control points for my liking (maybe it's an option i've not seen yet). The other feature I'd like is being able to change the width of the line along the length of the line, which I don't think is something Photoshop does. That Sai Tool thing that everyone seems to be raving about at the moment is supposed to offer features like that. If I had time, I'd have a look at the Sai demos.
